Also, are your PC's using DHCP? If so, are they set as hybrid nodes? in dhcpd.conf: option netbios-node-type 8;
Is your samba set is a WINS server? Windows 95/98 will query for WINS server before using DNS.
In dhcpd.conf:
option netbios-name-servers <samba server>;
in smb.conf: wins support = Yes
(you can also point to a Windows WINS server, of you have one).
(not sure about the relations between different "masters") In general, you do not need to touch the winbox since masters are elected via the SMB protocol. Another parameter that affect this election is: os level = 90
But your value is greater than what I have (the higher the better) so I don't think this is your problem.
