There is a nice site listing a large number of FOSS CMS solutions (but only PHP based):

None have inherent RTL support (Hebrew / Arabic / Thai).
Ezpublish still seems the most viable solution for my needs:
1. Multilingual content is stored and presented under separate hierarchy and CSS / Templates can be overridden per language.
2. It's QT based, so the admin user interface and messages can be translated easily.
3. Documentation is reasonable.
4. Internal content version control.
5. Template based.
6. There is a commercial version for the corporate FUD lovers....
The main shortcoming is that the system is used for editing and publishing. It would have been nice to have an option to dump the site to static HTML so editing / reviewing would be separate from the publicly available content. It would have also enhanced the public site performance, and allow for better scaling.
