I read my mail using Emacs's `rmail' package and I can read any kind
of Hebrew (utf-8, iso-8859, iso-8859-i, windows-1255) by using my
hebeng.el package.

I'm sure Gnus which handles mime encoded mails better than `rmail'
can read Hebrew too.

I can even send Hebrew mail from Emacs (see my signature below).
