if you're a sysadmin who want to restrict or define defaults for his 
users (not only in the screensaver), you can try looking in this dir:
$KDEDIR/config/
there's a lot of text files there, with the configuration.
if you want to restrict an option, so it won't be possible to change it 
you can do something like:

[section][$i] (will restrict the whole section)
option[$i]=......   (will restrict a specific option)
