Maybe, but I got a similar problem when I switched my old Alcatel to PPPoE (power was abruptly gone, Bezeq-level line was down, ISP-level line was still up, took them a few days and me switching to the Samsung to find the problem).
Never got this again after switching to a Samsung using PPPoE (I sometimes find in the system logs traces of drops/reconnects I wasn't even aware of. My line is virtually up for months now, except when I take the system down for kernel switching).
