Samba3 has a new command: net, it has shutdown support ( or so the man page 
says),but it can't run remote commands on the remote machine.
I don't know how to use it, I read the man, but it didn't work for me.  

You can achieve some of the functionality using samba domain login scripts, 
ssh + shutdown from cygwin and even run vnc over ssh ( If you have win2K+).  
You can even set up secure automatic scripts if you use ssh keys.

It's not as fancy as Novell or Win SMS but it works.
