I hardly think this is that main issue. Most major IT firms (IGS, Ness, etc.) claim that they support Linux. They do not, however advocate it.
Small and medium IT shops do not spend a lot in marketing.
If you will go to the oparation manager most Israeli bussinesses, they will not have a clue on how to change vendors or IT outsourcing, be it Linux, Windows or Novell.

One of the claims of FOSS is that the client is in power and can change vendors easily as plenty of vendors are able to provide the service.

This is only true if the client uses a true consumer state of mind. I find that this is usualy not the case.
