Mini-ITX boards are easy to come by in Israel. Mini-ITX cases are not. You can get them from the UK (www.mini-itx.com) or the US (www.idotpc.com), but they use UPS and FedEX which can double or triple the cost. Israeli customs will check every shipmemt over 45US$, which means that even if you don't pay for customs, you still have to pay the shipping company for the release.
There are some (lower quality) micro atx cases in stores in Israel, but that means you can only use half highet PCI cards.
Optionaly, there are small barebone systems (shuttle and gigabyte) based on propriaty size boards available from most online vendors, and Plonter (www.plonter.co.il) seems to have a mini-ITX bardbone system.
Lamir (www.lamir.co.il) seems to have mini-itx cases, but I can't find specs or maker site
