There is such an opiton on KDE. Being a former mac user (in distant past), I was very happy when I discovered it, but after a week or so, I've cancelled it. I think one of the problem was the combination of such "global" menu bar with "focus follows mouse" concept, which is great (in my opinion of course), and which I was not willing to throw away.
