Hmmm... I don't have problems with hebrew PDF, but my route is:
        LyX -> LaTeX -> PDF
or
        LyX -> LaTeX -> PS -> PDF

Both are printable and displayable from Windows via Acrobat Reader.
(attached a small PDF (4.7Kb))

Looks to me that the fault is the software the generates the Postscript
that is input to ps2pdf (what is it, BTW).
