It's called HSCSD - High Speed Circuit Switched Data, where the normal mode is 
simply called CSD.
I don't know the AT command for that, but I think you have a mistake here - 
the modem (mobile handset) will only communicate with your computer at 9600 
BAUD over the IR link - the 3 times speed is only between the modem and the 
dialup RAS at the other end over the GSM network.

I know my Nokia (7160) works at 19200 over IR, so I think your's should do 
that as well.
