This is plainly NOT true !
The Xemacs maintainers are responding to requests and comments from
the users and other developers. They don't have to sell anything and
so they don't do it just to "upgrade".

If all you wanted to do is to have your old menu entries and some
tools icons, you could just replace the imenu.el (and imenu.elc)
in /usr/lib/xemacs/xemacs-packages/lisp/xemacs-base .
The toolbar icons are xpm and xbm files (there are a lot of them)
in: /usr/share/xemacs-<version>/etc/toolbar .
It is very easy to criticize but not so easy to fine tune (it seems
you can do the former but not the latter).
Disclaimer: I don't use Xemacs if I can use Emacs (so I use Xemacs
only once in a blue moon).
