I have (almost) the same problems. What is common to both of us is: 1. Alcatel modem 2. Connection to Kavey Zahav (012). We differ in all the other things. I upgraded my Alcatel to Speed Touch Pro (by changing the flash ROM). My solution to the described situation: I browse to the modem, turn the ppp off then turn it on again and that's it (This procedure gets me a new IP because I don't have a fixed IP). In your case, I don't think you have to go through the procedure you describe. I think you should disconnect, wait few minutes (5 ?) and then reconnect, try it (start with 10 minutes). I don't think the problems have anything to do with MTU size, or the software used, or the OS. It has something to do with the connection age or the load at Kavey Zahav (It usually occurs on Thursday or Friday evening). It may be dependent on the content passed on the connection (I've seen it several times after the SAME command on an SSH connection).
