Maybe Galeon made a mistake. You can examine bookmarks.html in a text editor and correct it. You'll see that it is basically regular HTML but starting with <!DOCTYPE NETSCAPE-Bookmark-file-1>. It uses nested definition lists for all bookmarks. Some tags have non-standard properties such as FOLDED ADD_DATE LAST_VISIT LAST_MODIFIED but they are optional. You can delete all of them if you don't mind losing that information. A programmable text editor such a emacs can be handy here if you have many bookmarks. A minimal bookmarks.html can look like below.
