Well, if there were such autority and it would be effective enough to be of any use and selective enough to distinguish between "someone who I don't know sent me a spam" and "I subscribed to commercial mailing list but forgot about this and now I think it's a spam" - it would be nice. But I personally doubt this is possible even in theory, let alone in practice.
