Well, it seems you missed a small part - to rerun officesetup with LANG set to he_IL. Remove your Office 2k and re-install Office with the LANG set correctly when running officesetup, only then the installer will find that you're using a Hebrew version of "windows" and it will install the missing bidi parts..
