Summary: Can you advise why I have a problem with www.penguin.org.il?
The browser trims the page according to its own window width but does
not provide an horizontal scroll bar.

You shouldn't realy need a scroll bar, since the site uses percentage, the
main table is 90% of the screen, and shouldn't look like that.
