Leaving aside whether it is a chance of making changes or not, I do believe that you have made an extremely important point. I am not sure that it is not too late, but if not then this should be dealt with as soon as possible. Just think that using MS Words might get to be the people will as this is what practically everybody uses. And for that reason I am rather pessimistic whether the Suprime Court will accept such an appeal against the register. Coming to think about it, what other formats might be accepted for transferring the source of the document? RTF is rather limiting, which is why I believe everyone will look for more options.
