I might be mixing some issues together but as far as I remember some sites like ftp.tau.ac.il were not accessible to me until that back resolving thing was fixed by my ISP. In fact TAU people even bothered to print a welcome message in their ftp site that actually mentioned that access is denied due to the back resolving matter.
