The common way to meet your needs, is to avoid window manager, but open
Mozilla (with maximal geometry) directly on the X. However, it involves
some issues, though simpler than the needs you currently have (for
example, the absence of a TITLE, no way use more than one window
simultaneously, etc.).

I saw similar station in the past (I think it was in Zurich air port),
and it used Netscape under a UNIX (I don't remember if it was Linux,
BSD, or something else), and it ran without any window manager too.
