Having worked daily in the area, I would suggest a different approach - as driving up 
Kaplan would get you messed up in a maze of small one way allies. 
A person who knows the location well might find the place easily, but a person who've 
only been there a couple of times will surely get lost a few times, especially as 
there is no easy way to get from ibn-gvirol to the sinematec, so if you'll be kind 
enough to accept my suggestion, do as follows:
- south: take Oleg's advice: get to la-guardia, drive west and take the first right to 
Ha'masger. 
after 4 or 5 traffic lights you'll come up to the Derch Petach Tikva fork (from the 
opppsite direction), and take a left onto Hashmonaim.
- from the east: try to hit la-guardia, but if you fail that, take ayalon from 
wherever you find it down or up to la-guardia.
- north: get out from ayalon at the Halacha and drive down Namir/Petach Tikva to the 
Hamasger fork where you'll take right onto Hahashmonaim.
failing that, take the La-guardia exit.
- west: you probably know how to get there better then I can, good luck.

after you find the easter end of Hashmonaim st., take the first right, 
continue about a hundred metes till the end then left to Ha'arbaa st and find a 
parking place. 
the Sinematec is at the end of that street, but don't count on being able to park near 
it,and if you'll drive by and out of the Ha'arbaa street, you can't go straight back 
again - 
you'll have to turn right, and then take the first left, the first left again, 
straight down Ha'ashmonaim until you get almost to the end and take left again.

these instructions will not get you there faster, but if you are unfamiliar with the 
'one-way/no-left-turn' policy of TelAviv municipality, it is the confusion-optimised 
way.

parking- there are three payed parkings near the place: one on the street connecting 
Ha'hasmonaim to Ha'arbaa, one on Ha'arbaa about a hundred meters before the simematec, 
and one to the right of Ha'arbaa street which you need to take the first right after 
you get into Ha'arbaa to get into.
in the last one (which is the largest) you pay on the way out, and after about 3 or 4 
pm on fridays theres no guard on the exit, so you don't have to pay if you leave late 
enough. additionaly there are a few blue-white stripped sidewalks around offering a 
few parking places, and not many parking inspectors are around at those times, but 
don't count on any being free.
