Presumably this refers to ssh_host_{dsa,rsa}_key.
I wonder whether the message about un loadable host key refers to the
key for ssh 1. After all you didn't say you have created a new
ssh_host_key.
Perhaps you must have
HostKey /etc/ssh/ssh_host_rsa_key
HostKey /etc/ssh/ssh_host_dsa_key
in /etc/ssh/sshd_config and you have not?
