There are plenty of them - start from one of the most expensive one (akamai if 
I'm not mistaken), and it goes down (price). I heard rackspace.com is a good 
one - it got branches (for co-locations) in US, UK and Australia, Japan 
etc...

Sometimes you cannot do a remote boot unless you got a dedicated PCI card 
which connects through a modem (and got it's own PC inside) to do a full boot 
etc - think when you get a hard crash but no panic. I've seen cases like this 
before.
