No, don 't. Use the latest version of LAME. It includes lot of improvments
in both the speed of encoding and the qualities of the MP3's produced.

NOTLAME comes from the days that the LAME encoder was distributed as 
patches for a non free "reference" encoder. The notlame encoder was the
patched reference encoder distributed in binary form only to avoid
licensing disputes. 

Most importantly older versions of lame (and it's competitors) are open
source, but not free software. They all rely on a "psycho-acoustic model"
(method of encoding audio data) that is patented and in some countries
needs a license. 

The current version of lame is 100% open source code and uses the "GNU
psycho-acoustic model" which is "free". It has been released under the
GPL (assuming one can do that) or an equivalent license.

It also produces (IMHO) much better sounding MP3's.
