You need to use CBQ queue. It is part of TOS package in kernel.

I use http://lartc.org/wondershaper/wondershaper-1.1a.tar.gz
to shape ADSL traffic and one of techniques it uses is CBQ (for keeping
packet queue in router and not in modem).
