To have "done it right", /etc/rc.d/init.d/dhcpd should have sourced
/etc/sysconfig/dhcpd, where the line DHCPDARGS="<whatever>" would be
put if wanted and then used the line:
daemon /usr/sbin/dhcpd $DHCPDARGS
instead of
daemon /usr/sbin/dhcpd
