The non-ascii characters were converted to question marks by one mail server along the way, because the message was marked as having the charset ASCII (this means: ASCII 32-128 and control chars in the range 0-31). A Hebrew message should be marked as such: have the charset ISO-8859-8-i (or windows-i255). Laternatively, use UTF-8. Didn't mozilla give you a warning before sending this message?
