You seems to be missing some devel packages - either kdelibs-devel, kdebase-devel or something like that - or that you're missing qt-devel package...
Don't try licq 1.0.4 with kde3 try the cvs version. Which distribution do u use? RH 7.2? if so, I can send you my compiled directory..
