Not exactly. It's assuming that some people have more manager talents than
others - which is true. Some people are better idea generators, some
people are better critics, some people are better coders, some people are
better managers. The problem is that in chaotic environment project can be
managed by best coder, and idea generation is left to manager, while the
best idea generator is busy with QA... That can happen to commercial
projects too, just on Open Source projects the lack of good management is
sometimes more clear (since it is not hidden behind corporate walls).

Well, maybe time? Lifetime is limited, so is time of day... Vita
brevis, ars longa.

That's true. But if some Chef would be making his soup for a week, most
people would find no use of it, except couple of dedicated gourmet freaks
(who would eat in other places anyway, but would come by when The Soup is
ready).
