I believe that Outlook and Outlook-express' imap clients are quite bad (as
iff MS wants you to use an exchange server instead of the standard).

Mozilla is still problematic with respect to Hebrew, though, I believe
(some small issues: like: how do you set the main direction of a message
to be RTL)

I'm not sure exactly what is my IMAP-client-of-choice for the moment for
win32.

* Caldera Volution

* Samsung Contact, the successor of HP OpenMail

All are non-free, and the price is in the price range of an exchange
server
