The IMAP protocol generally suppoerts the notion of "public folders" and
also of "shared folders" (actually I'm using terms of UW-imapd here)  but
their implementation in various imap servers is problematic.

You seem to forget one big feature of the exchange/outlook server/client
pair: calendaring.
