Why won't they use the local smtp server? (where they connected to)

an ISP sells you a dial-up link natuarally you can relay mail to the local
smtp server, right?

You really don't want to allow all the dial-up users of that server do
allow relaying through your.

Two options:

1. SMTP-level authentication
2. pop-before-smtp
