Yes, 

I think evolution can do SMTP authentication (I assume you mean to do 
authentication when sending) - but not sure. As for importing kmail folders - 
donno, but they seems like a simple text files..

If you could wait a bit - the new KDE 3 will have the new KMail with your 
requested features (I would have loved to attach screenshots, but machines 
are choked right now)..
