Well, you can write a very simple KIOslave which does just that. The docs 
(and the book) are available freely.

Konqueror supports telnet:hostname also, as well as sftp (secure ftp) and 
tons of others - look at kcontrol, information, protocols.

You can disable the "back" button if I'm not mistaken.

BTW: wouldn't it be more simple instead of using this "irc:" which doesn't 
exist - to give a person a page with a java irc client? just wondering...
