I assume that you mean he2: http://he2.sf.net

he2 is mainly intended for editing hebrew latex files, and its "bidi
algorithm" ("hebrew reversing") is for that. For instance \R{some text}
sets "some text" to be "hebrew, and explicitly right-to-left.

It is implicitly assumed that oyu are editing a hebrew latex file, and
latex typesetting it with 'elatex file.tex'

See the IGLU faq for some other pointers (including an rpm package that
can be installed over a standard tetex installation.

To extract the files from this rpm:

rpm2cpio file.rpm |cpio -ivd

(IIRC, check the cpio man page)
