No. Redhat's files work fine, including the shin, space, and everything.

I never installed any hebrew keymap besides whatever Redhat 7.2 installed
by default, and everything works just fine in Hebrew after I run the command
I showed in my previous posting.

Maybe you have some old, wrong, settings in your XF86Config.4 file. Try
the command I showed - it works on RedHat 7.2 (and it doesn't even matter
if you're using a new 4.* XF86 server, or one of those old 3.* ones).
