Even so, the resulting hits were normal for /. There was no traffic
generated on purpose.

Don't read me wrong - I have no objections to co-ordinating with
actcom. But certainly I cannot control the rate of download requests
outside. I have not read the actcom's (or anyone's) contract, but I
would tend to think that actcom reserves the right to limit the amount
of traffic to/from my server, using their own means. But I don't think
that "we are shutting your server down, it's too popular" is
reasonable.
