Hello Shaul,
ftp.tau.ac.il is the Tel-Aviv University computing and information
technology ftp server.
We require full forward and reverse DNS (matching A and PTR record) in
order to access it. This has been our standing policy for years.
Some ISPs do not feel that it's very important to follow netiquette,
and thus they fail to define proper DNS for their IPs for dialups/adsl and
such. Also, in the case of Bezeq International, their abuse department is
actually non existant, and I am aware of different cases coming from
various domestic and international ISPs, where cracking attempts, whether
successfull or not, have been attempted from their customers, and the ISPs
received no reply on their complaints (this includes .ac.il as well).
Usually, defining of IP addresses in DNS correlates quite nicely with
the amount of investment the said ISP invests in it's realtionship with
others on the Internet.
