I believe things got a little better since.
One of the reasons I answer questions on the gnubies-il list is that those
questions should not end up in linux-il (although ther was one such double
post this week).
I am not the only one from this list to answer questions on
gnubies-il. One of the many others is "Mr Keren" ;-)
The linux-il list is not for newbies, and there _are_ places for newbies
(e.g.: gnubies-il). This is not out of arrogance. This is to keep linux-il
interesting enough, so people will subscribe, and people will be able to
answer the tougher questions (those that are not simply answered with a
google search).

Because this is not a newbies list. The assumption is that whoever posts
questions here does not need such a nagging baby-sitting form.
And besides, different problems require different information. Such a form
would become bloated and not accurate at the same time :(
However, if you wish to add sections to the FAQ regarding common problems
and how to report/solve them, you can use http://linux.org.il/faq/
