Mustop can be the solution sometimes, but not for modems.
I think mustop even mention it on their site.

If you buy a modem that was never imported to Israel,
you need to give one for Mishrad Hatikshoret/Bezek
to approve.

So, If you don't see the modem on a shelf don't order it from Mustop.
