Don't forget that each stream requires lots of memory - did u think about it?

Theorticly speaking - you can use KDE's aRTs server (it can run as stand 
alone), and let the user select his MP's via a web interface, and stream it 
with aRTS on his server. aRTS can do sound multiplexing and stream combining 
with a changing latencies - and can stream through network. If you want - I 
can give you a URL for the docs..

Note - I haven't tried it. I have here a small file server which I plays my 
MP3's from it..
