then you can set the CFLAGS (and probably also CXXFLAGS and LDFLAGS)
environment variables to contain the relevant values before running
configure. check the configure script for the exact names of the
environment variables.

note that your question is too limited - there is no solution specific for
your KDE2/KDE1 situation. there is a general solution for the
compiler/linker flags variables.
