According to experiments which I conducted with some deaf friends, 64Kbps
ISDN connection allows Sign Language conversation, alebit in a bit slower
pace.  Lipreading demands higher quality (in normal speech, not the
slowed-down version which people use to speak to lipreading deaf persons
or when they have to shout, the lip movements are actually too fast to be
followed by normal eyes).

However, according to the experience of deaf persons in areas where full
ADSL service is available (some regions in USA), there is a big difference
in the experience of video conversation over wideband (384Kbps and above)
vs. 64Kbps.

Another factor, which is not relevant to Bezeq's mischievious misdeeds, is
the fact that standard videophone software is optimized toward the needs
and wishes of hearing persons.  It is optimized to deliver the best
possible audio quality given the bandwidth, but to compromise on video
quality.
