I don't know about the server (although I don't see why not), but the IP is
easy. In fact, just to see how it worked, I tried TELNET from a WIN machine
over the Internet to my LINUX ADSL box. Worked fine.

the real questions may be:
1 - Is the upload connection Bezeq will give fast enough?
2 - Does Bezeq have any rules to prevent you from doing this - of course, I
wouldn't ask any **kitbag** questions :-)
