With the current amount of differences between various linux distros,
calling each of them "operting system" is more correct.

Although there is a concept of a "linux system" (a linux kernel, built
with gnu tools, usually uses XFree as the X server, and uses a subset of a
whole bunch of other software packages.

There is a "Linux Standards Base", but at the moment the different
distibutions are not compliant enough (even the most recent versions).

Some other linux distros will probably never aim at LSB compliance,
typically those aimed for embedded systems or for other spcialized
systems. So they will always remain different operating systems
(technically. You can always call them linux distros, as I did here).

Technically you can run the together. Sort of::

run enlightenment or WindowMaker and run from there 'kpanel' (at least
with kde1) and panel (gnome's panel). It's easy to place them in two
different sceen placements. 
Then start the file managers of both environments (gmc, kfm). I remeber I
did this once.

The result will probably be a nice, messy desktop, with tons of wasted
memory.

One thing which can't be duplicated is the session management. 

(BTW: I think xfwm is supposed to be gnome-compliant. anybody tried
running both gnome and xfce? ;-)
