What is your current locale (LANG, LC_*)? run 'locale'
see /usr/share/locale/LOCLAE_NAME/
For instance, what I have:
$ ls /usr/share/locale/he
LC_COLLATE LC_MESSAGES/ LC_NUMERIC LC_TIME~ entry.desktop he@
LC_CTYPE LC_MONETARY LC_TIME charset flag.png il@
[I see there are some leftovers here. At least those symlinks]
$ ls /usr/share/locale/fr
LC_MESSAGES/
$ LANG=he gedit
[doesn't give a warning about locales not supported]
$ LANG=fr gedit
[warns about locales not supported]
I don't know exactly what are the implications of this.
