That argument is only partially correct. You can have a small document in
English explaining the basics, and a more comprehensive one in Hebrew (and
probably in English as well).

One other point is that there is no support for Hebrew in sgmltools
(correct me if I'm wrong). Thus the translator would have to manually
translate the text and html copies (And I still have no idea how to create
a ps/pdf copy)

Any suggestions?
