True. Upstream is a multiple-access channel and a slow one.
Downstream is where the band (tens of megabits per sec per TV
channel. Of course a few 1000's of users will share such a channel).

When they finally do that [This will happen when the Bezeq Law will
be changed and that will happen when the government finally got
Bezeq sold for a good price],  they will let each user choose his
ISP. Your data will be tunneled to that ISP and from there - to the
Internet.

Oh, by the way, when they finally offer this as a commercial service
it'll almost certainly be handled by Tevel Telecomm (that's part of
the cable companies merge).
