Well, there are RPMS, debs file etc. for those libraries. On RedHat they
come inside the libg++ rpm. If you prefer to install from the source,
then:

libg++ - part of the GNU distribution. 
Access ftp://ftp.gnu.org/pub/gnu/libg++/ or mirrors.

libstc++ - check the following URL:

http://sourceware.cygnus.com/libstdc++/index.html
