Currently there is a linux newbies forum at IOL's web forums. Have a look
at http://linux.iol.co.il .
There is also one at walla/sivan:

They are quite busy and slow, but they usually works, and they work in
hebrew, which is quite useful for newbies (after all - for those
comfortable enough with english - there are many other places).

If you want a new list: Do you think that the new mailing list should
allow hebrew posts?
